We are currently in between the Pluto return of the US Declaration of Independence chart (the birthday we celebrate -when we demanded our freedom from England via the Revolutionary War) and the implementation of the US Constitution when the Congress was seated, and the courts were created. My astrology teachers used the US Constitution-signing natal chart because it is when the federal government was worked out and signed. But this is not when the government came into being. It came into being after 9 of the 13 colonies ratified (adopted through signing onto) the US Constitution. There is a chart for that; the day the new congress met in New York for their first meeting was not the whole picture. It reflects Congress quite well but not the entire picture. The next date was the creation of the judicial branch of the government. However, this wasn’t the first day of the government. A president signed the formation, and his name was George Washington.

Now, you can see why astrologers are so confused about what dates to use. The most common rookie astrologer date is the one we celebrate, the 1US Declaration of Independence, which has value but isn’t a reflection of the government that came in the wake of the revolution.
